From Disability Scoop..
Federal policy is often implemented with little consideration for how it will impact people with disabilities, but that could change under a new proposal.
A bill introduced this month in the U.S. Senate calls for the creation of an Office of Disability Policy.
Housed within the nonpartisan Government Accountability Office, the proposed entity would be specifically tasked with reviewing legislative and regulatory plans to assess how they would affect Americans with disabilities.
If established, members of Congress would be able to request reviews looking at how legislation, guidance and regulations might impact those with disabilities and the individuals who support them, much like lawmakers can already seek input from GAO on matters generally.
Additionally, the legislation calls for the office to produce an annual report evaluating the impact of enacted bills and regulations on the disability community.
"The Office of Disability Policy Act would provide people with disabilities and the general public with unbiased information about how proposed bills could affect them." said Sen. Bob Casey, D-Pa., chief sponsor of the proposal.
Aside from Casey, the bill is co-sponsored by Sen. Maggie Hassan, D-N.H., and Sen/. Tammy Duckworth, D-Ill.

PHILLY SPORTS CORNER- PHILLIES
- The Phillies had it all set-up for them last night: Nola pitching, No Chris Sale, no Craig Kimbrel, chance to snap a losing streak against the best team in baseball. The club blew it. Only scoring 1 run in 13 innings. Odubel herrera screwed-up two ways- making an awful base-running blunder to extinguish a rally ( 1st and 3rd and 1 out). Herrera also messed up a liner to center to allow a triple and the game-tying run. The Phils should've gotten out of Fenway Park with a much-needed 1-0 victory. Instead, they waste a terrific outing by Nola ( 8 innings, 4 hits, 1 run). They fall to a mere 1/2 game ahead of winning Atlanta in NL East. Philly has now lost 4 in a row and are 1-4 on this brutal road trip so far.
- The Phillies are looking more like pretenders than contenders. Meanwhile Klentak sleeps. If this front office doesn't believe in this team to upgrade, why should players and fans believe?
- Santana and Kingery are killing the team as well. Kapler makes more excuses for mental mistakes. Santana walks more than swings the bat. He was a big mistake to sign, hitting a lowly .210, playing inconsistent defense. I was wrong in advocating for Kingery to join the big club out of spring training. Obviously he is over-matched and should've spent more time in Lehigh Valley. Instead he inked a 9-year contract. Mistake?
- Bryce Harper and Andrew McCuthen supposedly on market today as trade deadline is almost upon us at 4 p.m. The Phils are reportedly interested in McCuthen to play right field ( as are the Yankees and Indians). Since the team has the money, are in first place and will most likely go after Harper ( and/or Machado) after the season, why not investigate a deal? What would it take? Imagine fittting Harper in right field and in the middle of the batting order? Would Harper be enough to put the Phillies over the top? Would he resign long-term after the season?
- What other deals should Klentak go after? Chris Archer? Bullpen help? If not Harper or McCuthen, Granderson? Adam Jones? Klentak has until 4 p.m. today to make a difference and send a message to the players, fans and the city that he believes too.
- Despite his talent Herrera is a dumb baseball player He is what he is and won't change. So you either put up with him when he mentally checks out and doesn't hustle or you trade him while he has value. There is no in-between.
- Is it true that Manager Kapler had a Phillies fan thrown out of the game in Boston? Allegedly, the fan was sittingbehind the Phillies dugout and yelled at Herrera to "wake up!" That's something we are all thinking and saying. Allegedly Kapler told security to throw the guys out of Fenway Park. The fan had paid $ 2,000 for the ticket. He was out on the street in the 3rd inning.
If true, how dare Kapler do this to a Phillies fan? Shouldn't he be more worried about managing his floundering team then worrying about a fan who has a right to voice his opinion/ Apparently he wasn't abusive or cursing. It's true that Kapler has coddled his players all year, even when they make need a kick in the ass to wake up.
I didn't like Kapler to begin with, then sort of admired his positive approach ( especially when he was getting results), but now I'm more annoyed at his Pollyanna style and his weird analytical tendencies. True, he is the reflection of management. It all goes back to do-nothing Klentak.
- Why is Santana still batting in the clean-up spot? He is hitting around .210. Even if Kapler loves his ability to walk, shouldn't Hoskins be hitting 4th and Santana further down the line-up/ Shouldn't there be speed a the top, with a guy like Quinn leading-off? We are beginning to see who Cesar Hernandez really is. A nice player but nothing special, not an All-Star. Once again Phillies management over-values their own players and prospects.
- If Santana hits even a sacrifice fly, the entire Herrera base-running blunder doesn't exist.
- Must win tonight with Arrieta. Chance to fall out of 1st place with the Braves playing Miami tonight. Need to snap the 4-game losing streak before coming home. Otherwise, fans will be on the warpath.

CONCERT REVIEW- EAGLES & JAMES TAYLOR
What a Saturday night in South Philly! We finally got a break with the weather. The annoying rain showers of last week were gone. It was a warm summer's evening but not muggy or sticky. A full moon hovered over Citizens Bank Park as two legendary acts graced the stage- the Eagles and James Taylor. Here are my thoughts..
- James Taylor is a national treasure, someone to be appreciated before he is gone. Exactly at 7:00 he took the stage, clad in block and wearing his signature cap, easily sliding on a stool with acoustic guitar and doing the gentle opener "Something in The Way She Moves", the song that got Taylor signed to a record company. Beatles George Harrison and Paul McCartney signed him and that record company was Apple.
Taylor has a soft, gentle, easy way about him. Shame that it was hard to hear him speak for much of his generous 90-minute set. It seems like many fans weren't there to see J.T., plus it was noisy in the concourse behind us, as fans were still filing into the ballpark as Taylor's set began.
Speaking of seats, ours were decent, slightly to the right of the stage but back pretty far. Picture this: the stage was set up in center field. We sat just to the right of home plate, on the first base side. We were undercover in case it rained. The accessible seating sections at CBP are great and the ushers are always friendly.
Back to James Taylor: after a slow start, once he started playing some more familiar tunes, the crowd started to get into it. "You've Got A Friend" was nice to hear, and the crowd sang along."Fire and Rain" got the biggest response, and as the set went on, the crowd grew more appreciative of his vast songbook and all the years. "Fire and Rain" was met at the end with a sustained standing ovation from the growing crowd.
I liked the upbeat numbers, such a s"Mexico" which broke up the more mellow songs like "Carolina In my Mind." "Whenever I See Your Smiling Face" and "How Sweet It Is ( To Be Loved By You) ended the 15-song set,. Both had the people up, clapping, dancing and singing along.
I personally liked "Handy Man" and "Up On The Roof." Both sounded as fresh as when they were hits on the radio.
His back-up band was excellent and included a few long-time members For instance, Andre McCullers has sung back-up for Taylor for years.
I would see James Taylor again, especially with his fans who are into his thoughtful lyrics, sensitive songwriting and more mellow songs. Maybe a quieter place like the Mann Music center would be a perfect setting to see James Taylor a this best
. At age 70 he can still sing. In fact, Art Garfunkel says that James Taylor is his favorite singer, and technically, one of the best.I became an even bigger fan after seeing his in concert for the first time.
The Eagles took the stage roughly 20 minutes after James Taylor left, with a much-anticipated set. They played for nearly 2 1/2 hours, a total of 25 songs, as so familiar, as Don Henley said "tunes that have marked your life."
Nice tributes to the late Glenn Frye, along with Henley, one of the lead vocalists and songwriters of Eagles. His son, deacon Frye, only 25, has been trying to fill his dad's big shoes, and Deacon did well Saturday night. Deacon must also be the sports fan of the band, as he sported a home white Phillies jersey and made the only mention of Philadelphia's other Eagles, quipping "So, you guys won the Super Bowl!?"
Of course, that remark got a raise out of the crowd, which gave the E-A-G-L-E-S chant periodically during the concert., probably for both our champion football team and for the legendary band.
Vince Gill was another stand out. Gill is playing with the band this summer, and he did a few Glenn Frye vocals, such as "Lyin' Eyes." Gill, an excellent vocalist and guitarist in his own right, was spot-on all night.
So was icon guitarist Joe Walsh, who not only hit all the right notes on Eagles' songs but played a few of his solo tracks ( including "Life's Been Good To Me So Far"). The crowd loved the wacky, spirited Walsh. I thought his solo stuff was too long, drown-out, and took away from the main core of Eagle songs, but that's just me.
Timothy B. Schmidt, the longtime bassist, was great, doing a few solo vocals, including "Love Will Keep Us Alive" from the "Hell Freezes Over' album. He mentioned that he "really likes Philadelphia." Gill also mentioned Philly, remarking "You make the best cheesesteaks!"
The hits kept on coming all night: "Take It Easy", "Peaceful Easy Feeling" and "Tequila Sunset" were just a few. The lights and videos were stunning behind the band.
One annoying point: after every song the stage went dark for at least 10-15 seconds. I later found out there were so many musicians on stage with the band- a horn section to be exact- musicians were shuffling back and forth, on stage and off, constantly.
I thought the concert was more rocking than expected, as the finale included "Heartache Tonight', and "Life In The Fastlane", two rockers got the crowd really got into. But it was the encore that was the highlights, the amazing rendition of "Hotel California." 40,000 people sang along, as a video of the Hotel California not only played behind the band, on the two big screens alongside the stage, but also on the gigantic Phillies scoreboard. A tremendous guitar solo by Joe Walsh along with a dueling electric guitar section with Gill. The crowd roared at the last note, phones lit up in the darkness.
The second encore was sort of anticlimactic. "Rocky Mountain Way", another Walsh solo, and the tender "Desperado", featuring Henley in the green spotlight with a full moon overnight.
The set probably went two songs too long, otherwise it was a great ending to a memorable night of music. About 5 hours of memories and fun.

PHILLY SPORTS CORNER- PHILLIES, EAGLES
- Bad loss on Sunday, terrible series for the Phillies in Cincinnati over the weekend. After hitting 7 home runs in the opener on Thursday night, the team went cold offensively and lost 3 in a row to the last-place Reds. Embarrassing!
As they have done all season, the Phils struck-out 14 more times on Sunday afternoon. They aren't the only team in baseball whiffing too much. Players nowadays are trying to hit home runs, not making contact or putting the ball in play. That's analytics for you. In the modern day world of baseball it's OK to strike-out.Guys are taking uppercut swings trying to smash 500-foot homers ( think Jorge Alfaro).
- With their third consecutive defeat, the Phillies stagger into Boston 1 1/2 games in front of Atlanta. A shaky few days await as the team faces the red-hot Red Sox ( Boston is 37-14 at home this season) while the braves stay home to take on the lowly Miami Marlins. Aaron Nola tried to snap the losing streak tonight, with Jake Arrieta pitching Tuesday night. Boston comes to Philly for a two-game set starting August 14.
- I find manager Gabe Kapler's positive attitude annoying at times, especially after a rough weekend vs the Reds. Fans aren't stupid. We want honesty as well as passion, from our players, coaches and front office. For Kapler to say that starter Zach Eflin was "tremendous" yesterday ( he gave up 4 runs in 5 innings) was ridiculous and insulting to the knowledgeable Philly fans.
- The trade deadline looms tomorrow at 4 p.m. Will GM Matt Klentak make more moves to improve his first place, yet shaky club? Plenty of relievers still available, which would shorten the game and give effective guys out of the bullpen like Dominguez, Arano and Neshek a break. Klentak has just about ruled out getting a starter like Chris Archer, even though Eflin, Pivetta and Valaquez have been inconsistent at best lately. What about another bat such as Adam Jones in the outfield?
Klentak can't keep falling back on the "we are in first place" tag line. For how long? If Klentak fails to upgrade the team, how long can they realistically expect to stay on top? So far, getting Cabera from the Mets has been a bust, but I have faith he will help the team this summer. Klentak can pull the trigger when he wants to.
- I love Ricky Bottalico on the post-game show. He keeps it real most of the time and is honest. The regular broadcast team, especially Tom McCarthy, is getting better at being honest. I get it- they work for the Phillies, so they can't be overly critical But Ricky, who works for the TV station, can be more straightforward with his opinions and not worry about losing his job.Bottalico knows how the fans feel. He, along with Angelo Cataldi (WIP Sports Radio) are two of the best journalists in the city because they speak for the fans and usually get it right.
- The Eagles have the day off from training camp. They continue to look good in early workouts, especially QB Carson Wentz. Will he start opening night on September 6? Will he play in the pre-season at all? If Wentz looks healthy will the Birds shop Nick Foles? Less than 40 days until the championship banner is raised at Lincoln Financial Field and the Eagles begin to defend their crown against the Atlanta Falcons.
- Brian Dawkins is enshrined this weekend into the Pro Football Hall of Fame in Canton, Ohio. Except a sea of green out there, as Eagle fans always travel well and should be well- represented this weekend as B-Dawk finally gets his due.

PHILLY SPORTS CORNER- PHILLIES
- Despite the Phillies' loss to Cincinnati last night, they remain 2 1/2 games on top of the NL East. The Phils tied a team record by hitting 7 home runs on Thursday night. F. Give the riday night the Reds went long-ball two times.
- Nick Pivetta had another poor outing, despite striking out 12. Cole Hamels would've looked nice in the No. 5 slot in the rotation. Pivetta, with his fastball, would've improved the bullpen. Before Tuesday's trade deadline another pitcher to add to the starting rotation or bullpen would solidify the staff. Rumors of obtaining Tampa Bay hurler Chris Archer are probably far-fetched. He would cost too much for this frugal Phillies front office. Archer is only 29 and is a two-time All-Star.
- Baltimore's Adam Jones is still a good get, an excellent outfielder with power and experience. He's a free agent after the season but with his Oriole connections in the Phillies organization- MacPhail and Klentak- he may be willing to sign a longer-term contract. The Indians reportedly have the inside track on Jones.
-Give the Phils credit for attempting a comeback in the 9th inning. Down by 3 runs, they did manage to get Rhys Hoskins up with the tying runs on base and two outs. Magic if he hit a game-winning homer, but Hoskins grounded out to third to end the game.
- The Phillies will miss the tremendous Chris Sale when they visit Bosotn for a brief two-game series starting on Monday. Philadelphia's ace, Aaron Nola, will go for the team on Monday. Splitting with the Red Sox ( the best team in baseball) would be OK, as the teams will match-up again at Citizens Bank Park on August 14-15. Last summer I saw the Bosox in Philly when Sale and Pivetta hooked up in a classic 1-0 Phillies win. I would love to see a Sale-Nola duel in two weeks.
- I think the Nationals are cooked, but they have won 3 games in a row and are creeping up on the Braves, 6 out of first and 2 1/2 games behind Atlanta. Reportedly, the Nats will be buyers or sellers before Tuesday depending on their weekend series in Miami.
- Hamels went to the Cubs, where I think he will do well. He is a big-game pitcher and should benefit from being back in a pennant race instead of 25 games in last place with Texas. Plus Hamels has always pitched well in Wrigley Field, going 3-1 with a no-hitter 3 years ago as a Phillie.

IN THE NEWS- FAMILY FIGHTS TO KEEP SON'S EMOTIONAL SUPPORT DUCKS
An article by The Kansas City Star...
Nibbles and Bill are the names of two emotional support ducks for a 12-year-old boy at a lakeside home in Michigan.
Dylan Dyke, who has autism, "loves ducks so much" and " thinks about them often," his parents say- so much so that the family set up a Facebook page in 2016 dedicated to "Dylan's Duck Adventures."
Photos on the page show the boy feeding, petting and swimming with the two quacking, waddling water birds. The boy's psychologist, Eric Dykstra, says the ducks "provide the opportunity for him to practice emotional regulation."
But neighbors n the area have filed complaints, upset over the ducks, and now Dylan's parents, Mark and Jennifer Dyke, find themselves in a legal battle to keep their son's ducks at their home.
The family took to Facebook to post about what was going on when they received a letter in May.
"This is what mean people do," the family wrote in a statement with a photo of a letter from the township. "Try to take away one of the greatest joys a 12 year old autistic boy has, his ducks."
Initially, the family said they were notified the ducks would need to be removed from the property by June 6 because the ducks and the animals' outdoor pen violated homeowner's association rules and a zoning ordinance. Since then, they've sought legal help, and now the issue remains under review.
Redacted copies of two complaints obtained by local media argue the ducks should live inside the home.
"...we have to smell and look at duck waste, hear quacking and look at a messy pen that includes a permanent baby pool and extra large baby gate. It looks terrible and is quite an eye sore...," one complainant wrote June 11.
Another person, who said they were a board member of the homeowner's association, said they "empathize with the situation" involving the boy and his ducks, but went on to sat on May 14 that the fence is "unsightly' and the ducks "often stray from the property and defecate on others lawns, beaches, and patios."
In a Facebook post May 25, the family shared photos of the ducks' setup. They say Nibbles and Bill stay in an enclosed area under their deck at night, and during the day, they are let out into a fenced-in area in the backyard.
A meeting with the township's zoning board of appeals deciding the fate of Dylan's ducks is scheduled Aug. 22, according to the township's website. The family is requesting an ordinance variance.
"Mark and Jennifer Dyke... have applied to allow the keeping of two ducks characterized as emotional support animals," the meeting agenda notes online. "The request requires a variance from Section 3-4 of the Charter Township Zoning Ordinance, which governs accessory buildings and uses in residential districts, including the keeping and regulation of certain birds, and which currently permits the keeping of chickens but does not include ducks."
In the meantime, the family has set up a GoFundMe page sharing Dylan's story. They say the donations will be used to help cover lawyers' fees. It's raised more than $500 out of their $4,600 goal so far.
"We live here. We want to get along with everybody as much as we can,"Mark Dyke said in an interview. "But at the same time, we need to advocate for our special needs son."

PHILLY SPORTS CORNER- PHILLIES, EAGLES
- The red-hot Phillies hit a club-tying 7 home runs last night in Cincinnati, beating the Reds. Hoskins, Williams and Franco had two each, while Santana had one. Rookie Ranger Suarez won his major league debut. This could be a fun series this weekend. Hopefully Pivetta returns to form tonight, Valasquez continues pitching well on Saturday, and Eflin bounces back Sunday. Nola will face the Red Sox at Fenway Park in a classic showdown Monday night.
With the win, combined with an Atlanta loss to the Dodgers, the Phils moved to a season high 2 1/2 games in 1st place over the Braves. They remain 7 games ahead of the Nationals.
- The National League east is there for the taking. The Mets and Marlins are dead. Washington is in upheaval. The braves are good but young, like the Phillies. Why can't the Phillies stay on top? Once in the playoffs, anything can happen. Witness the Eagles last season.
The Phillies' front office needs to believe in their own players and give the fans more hope by upgrading the team even more so they stay on top. Trading for Baltimore's Adam Jones would provide power, experience and depth to the outfield and bench. Another bullpen piece could solidify the 'pen. And why not another starter down the stretch?
So far the Phillies are giving what the fans wanted- meaningful baseball in mid-summer. They are a fun, exciting team to watch. Do-nothing GM Klentak needs to show a little faith in this team and make improvements. Who knows if they will be in the same situation next summer? Injuries, bad luck- a lot can come into play during a long baseball season. Don't sell the farm, but recent trades in baseball haven't required buyers to sell the farm.
Is Klentak capable of pulling the trigger? If not, why is he here? The guy I'm most disappointed in is owner John Middleton. He said he would "do whatever it takes" to bring a championship to Philadelphia. instead, he seems like all-talk and no action. It's one thing to allow your general manager to do his job- but the general manager is not doing his job!
- Cole Hamels won't be coming back to Philly. He was dealt to the Cubs today for marginal prospects. Obviously the Phillies don't think he has anything left. I disagree. I think Hamels will do well in Chicago. He will feel rejuvenated being back in a pennant race instead of being buried 25 game sin last place, as he was with Texas. He has always been a good big-game pitcher. He would've helped the Phils, both on the field and off. (The Cubs come to Philadelphia August 31-September 2).
- Roman Quinn joins the team tonight, providing tremendous speed, good defense and another lead-off hitter to the mix. He will be a good 4th outfielder and spark off the bench. I can easily see him base-running late in games and stealing a key base.
- Eagles training camp started on Thursday. QB Carson Wentz participated in 11-on-11 drills and no one got hurt. Hard to believe the first exhibition game is just around the corner in early August. We will get daily reports from training camp now. Not the same grueling, 2-a-days training camps like in West Chester or Lehigh- and despite the two sold-out practices at the Linc , I still miss the option of seeing daily practices and making the pilgrimage up to Lehigh.

Hall of Fame Trivia
Cal Hubbard is the only man to be named to the College and Pro Football Halls of Fame as well as the Baseball Hall of Fame. He was among the initial class of inductees to the Pro Football Hall of Fame in 1963.
In a 1969 poll by the Hall of Fame committee, Hubbard was voted the NFL's greatest tackle of all-time. In recognition of his contributions to the game of baseball as an umpire and supervisor, Hubbard was elected to the Baseball Hall of Fame in 1976, only the fifth umpire to be so honored up to that time.

PHILLY SPORTS CORNER- PHILLIES, EAGLES
- I had a great time at the old ballpark Wednesday afternoon, watching the Phillies carve up the Dodgers, 7-3. They not only took the series, but also the season series, big for potential home-field advantage in the post-season. The Braves were idle, so with the win, the Phils moved to 1 1/2 games ahead of Atlanta in NL East..
- Chase Utley, playing in his final regular season game ever at Citizens Bank Park, went 0-3. He received a warm ovation from the fans in attendance but they didn't over-do it. Utley came onto the field after the game, acknowledging the remaining fans outside the Dodger dugout. Phillies owner John Middleton was there to greet him, speaking to Utley a few moments, which was a nice gesture.
- The Phillies are for real, despite their continued poor defense ( Catcher Andrew Knapp made two errors in the 1st inning alone), sporadic clutch hitting and inconsistent bullpen. Rhys Hoskins is currently carrying the team, with help from Franco and Herrera. Help is still needed to keep the club on top.
- Speaking of which, Orioles' OF Adam Jones is available, and reportedly the Phillies and Indians are top suitors. Jones is a free agent after the season. He is 33 but can still hit. Andy MacPhail brought Jones to Baltimore, so signing Jones long-term would be possible. I'm OK with obtaining Jones to add depth to the outfield and the bench, as long as the Phils don't give up too much.
- Tons of Dodger fans at the park yesterday, but they didn't even try to take over the stadium, like Yankees, Mets or Red Sox fans. Most Dodger fans are front-running losers, but the older fans can say legitimately the were Dodger fans way back to Brooklyn.
I was a bit surprised it wasn't a sell-out, with a first place team and the Utley fervor going on, but if the Phillies' front office believes and improves the club before the trade deadline next week, the fans will believe and start to fill CPB for the rest of the summer.
- Manny Machado was held in check during the three-game set. Still I would love to have him. He has power, speed, played third base yesterday and showed range and a strong , effortless arm. He would still be my priority in the off-season.
- Thinking about it now, I shouldn't be surprised at the Phillies' success. This main core helped lehigh Valley and reading to successful seasons. Add Hoskins, Kingery and Williams to existing young stars such as Nola, Herrera and Franco, and you have a winner. Another veteran or two ( Jones? Happ? Escobar?) could help to solidify the team during the stretch run.
- I'm also changing my tune about Odubal Herrera. He is different and fun to watch. He still makes bone-head plays in the outfield and on the bases ( not as many). But he is hustling. He also brings flair and personality to a team fully of, frankly, boring personalities. The 1980 squad had fiery Pete Rose and Larry Bowa; the 2008 championship team had Jimmy Rollins. Every team needs a spark plug and a player who is a character. Herrera is the man.
- I asked Greg (The Bull) Luzinski sign my Phillies cap yesterday at Bull's Bar-B- Que. Not the most personable guy in the world, he did sign the hat but didn't say a word, even when i commented on his rings or mentioning i was a fan.No wonder he paired with Schmidt so well.
- Kudos to Manager Gabe Kapler for his unwavering positive attitude. Yes, there are times his excuses for lack of hustling is annoying. But I have to admit that the Phils always seem to bounc eback after tough losses.
- So, I cashed in last Saturday's rain-out game for the very last game of the regular season- Sunday, September 30 vs Atlanta. It's Fan Appreciation Day, which should be fun. Plus the game may be a division-clincher against the Braves. The only drawback is the Eagles play at 1:00 that afternoon against the Titans in Tennessee. Sitting behind the Phillies' dugout it could be a memorable day.
- Lefty Ranger Suarez makes his major league debut tonight in Cincinnati. It would be great if the rookie pitched well. The rotation could benefit from a left-handed starter. In case Nick Pivetta doesn't get his act together it's nice to know there are options like Suarez and de Los Santos available. Hamels and Happ may be too costly to trade for, so a solid effort from Suarez tonight is key.
- Finally, it was a soupy, muggy afternoon at the Bank, but the showers held off. A cheesesteak from Tony Luke's and crab fries from Chickie and Pete's made the game complete, along with my gorgeous girlfriend. Holly, and a Phillies win!
- The Eagles put on the pads for the first time at noon. All of the celebrations of the special championship season are now just a lasting memory. Now it's time to get down to business and prove the naysayers wrong, those who discount the Eagles' chances for the upcoming season.
Was the 2017 season a fluke? can the Birds recapture all the magic again and repeat? On paper the Eagles seem to have a better team, with hungry guys like Wentz, Peters and Sproles wanting the taste of playing in the Super Bowl. True, other teams will be gunning for Philly now. But now we know we can do it. We know what it takes to win the NFL East, win in the playoffs and win in the Super Bowl.
Now it's time to go out and do it. From today on, it's football until icy February. The Phillies may make the post-season. The Sixers will start another exciting season, along with the young and upcoming Flyers. But starting today it's primarily football, as the Eagles defend their crown.

PHILLY SPORTS CORNER- PHILLIES-
- Thanks to Dodger Manager Dave Roberts for handing last night's game to the Phillies. he surrendered in the 16th inning, using infielder Kiki Hernandez as a pitcher. It's his own fault for not planning ahead, plus it's stupid to fight 15 innings then wave the white flag at the end. If you were going to give up, why not do it sooner, rather than burn your bullpen and still lose?
- Kudos to Phillies Manager Gabe Kapler for going all-in at the end. Kapler said he would've used Valasquez again in the 17th inning if the Phillies hadn't won it. The Phillies wanted the game more. With the victory, the team is back in first place alone, up by a game over Atlanta and ahead of struggling Washington by 7 full games.
- The defense continues to be a problem, especially the catching, as Jorge Alfaro had 8 passed balls this season. Phillies catchers and pitchers lead the league in passed balls and wild pitches. Not much one can do now, other than continue to practice fundamentals. After the season, I again propose hiring former Pihllie catcher Carlos Ruiz- if he retires this off-season- to work with the young backstops.
- Orioles closer Zach Britton was traded to the Yankees yesterday ( like New York needs another good reliever). Again, Phillies GM Klentak sleeps while moves are being made around him. Even thought the bullpen pitched 10 consecutive shut out innings last night, I still say we need more help in the 'pen. A bat and another starter would help as well, especially a bat at shortstop (Escobar?). Valentin and the rest of these stiffs off the bench won't cut it in the long-run. One weekend until the trade deadline hits. The Phillies will use the excuses of 1) other teams were asking too much and 2) we like what we have, we are in first place.
It's great how the team has improved but in order to stay on the top and hold off the braves, doesn't it make sense to try and upgrade? Who knows what Atlanta will do by next week?
- I'll be at the 12:35 game today. I'll give Utley a round of applause when I first see him, be it as he brings out the line-up card or before his first at-bat or when he does pinch-hit. But I won't cheer him after that.
Hopefully the rain holds off to get the game in. The club flies to Cincinnati where it plays a 4-game set vs the Reds over the weekend before going to Fenway Park to face the sizzling-hot Red Sox for a pair of games. Meanwhile, Atlanta hosts Los Angeles for their own 4-game series.

IN THE NEWS- MOVIE THEATERS SUBJECT TO NEW ADA REQUIREMENTS
By Disability Scoop..
Under new rules taking effect this summer, the nation's movie theaters must do more to accommodate people with disabilities.
Most theaters are now obliged to provide closed captioning and audio description for any digital movie that is distributed with such accessibility features. The services must be provided upon request at an individual's seat.
The mandate comes thanks to a 2016 federal rule designed to clarify how the Americans with Disabilities Act applies at the movies. The rule took effect in early 2017, but included a phased rollout, with the first of three deadlines occurring June 2.
All cinemas that were showing digital movies as of December 2016 must now have the accessibility equipment in place, notify the public of its availability and have staff to assist with the devices.
Theaters that are switching from analog to digital projection systems still have additional time to come into compliance with the rule.
The U.S. Department of Justice under the Obama administration said it issued the rule in response to complaints from the disability community about the lack of captioning and audio description at movie theaters despite ADA requirements that public facilities have auxiliary aids and similar accommodations.
Theaters that show only analog films and drive-ins are exempt from the mandate and there are exceptions in cases where complying "would result in an undue burden or a fundamental alteration."
Both closed captioning and audio description services are provided in a manner that is only apparent to the person using the devices.

- Tough Phillies loss to Dodgers. Defense continues to suck, especially Alfaro, Too many passed balls. can Carlos (Chooch) Ruiz return as coach to tutor the young catchers?
- Jackass. pompous Dodger beat writer on Philly Sports Talk discounts Phillies to make playoffs. Says Machado will "go to whoever gives him the most money after season. Duh! Smug guy. LA sucks..
- Now even Dominguez is blowing out, falling apart last night in the 9th inning. yet GM Klentak claims bullpen is fine..
- Phillies had scout in Texas to watch Cole Hamels get bombed against A's. I still think he would come cheaply now and would help the rotation. What do you have to lose? Hamels is a big-game pitcher and would give the staff experience and a lefty starter.
- Utley and Machado get warm welcomes from Philly fans. No need of dopey local media to lecture fans on behavior. We ain't Milwaukee..
- Utley got the standing ovation he deserved early, then more applause later. Hopefully he plays on Wednesday when I'm there.Machado was greeted warmly. He showed the excitement Phillie fans will miss the rest of the summer- plus what the future may hold if the front office signs him after the season.
- Nola pitches tonight. Need to tie series. With loss, Phils drop into 1st place tie with Atlanta. Braves have one more game in Florida with Marlins, then Dodgers travel to Atlanta on Thursday for four-game set.
- I hate the Phillies bench! Valentin, Walding, Plouffe- no pop. Klentak needs to add depth. Roman Quinn would be nice addition as extra outfielder once he is ready. I can easily see him leading-off and stealing a base late in a game.
- Klentak continues to have a loser mentality. We saw the impact of Machado, with his excitement, drive, power and speed. Klentak says "We made a strong run at him" Not good enough! Klentak failed, that's the bottom line.
- I've said it before- I've seen enough Tommy Hunter in the bullpen. He gives up a run every time out. He's a free agent bust, along with Arrieta and Santana. The bullpen needs help, like a Zach Britton or even more, with Ramos now on DL.
- How to fix Phillies' awful defense/ 1. Get netter players 2. Play guy in their normal positions ( Hoskins, Kingery) 3. Get better coaching ( Chooch) 4. Stress fundamental more.
- Kapler and his excuses again after the game, giving lazy Alfaro a free pass after supposed wild pitch by Siranthony in 9th inning. To his credit, even Alfaro admitted that he needed to stop that ball in the dirt.
- As much as I hate to admit it, Kingery is killing the line-up. He chases at too many bad pitches and looks over-matched at times. Why not play him a this normal position at second base when Hernandez is out?
- Atlanta Falcons' WR Julio Jones plans to sit out training camp- and maybe the season- in a contract dispute. More good news for the Eagles, especially the first game of the year vs. Atlanta.

IN THE NEWS- FEDS MULL CHANGES TO DISABILITY EMPLOYMENT RULES
A timely article from Disability Scoop..
The Trump administration is planning to alter existing regulations aimed at steering individuals with disabilities away from sheltered workshops.
The U.S. Department of Education expects to "amend"rules established under the 2014 Workforce Innovation and Opportunity Act that made sweeping changes to the employment landscape for those with disabilities.
Under the law, individuals with disabilities age 24 and younger must first try pursuing competitive employment before they can work for what's known as subminimum wage. Employees already earning less than minimum wage are permitted to retain their jobs, but must receive regular career counseling and information about training opportunities.
Supporters of the existing regulations worry that the Department of Education, which administers the program, is attempting to roll back what they see as a transformative policy.
In a letter this month to Secretary of Education Betsy DeVos,38 advocacy groups urged that the regulations not be reconsidered. The provisions express clear support for "jobs where people with disabilities are paid the same wages, have the same opportunities for advancement and work alongside their co-workers without disabilities," the letter stated.
"It really changed the paradigm," Alison Barkoff, director of advocacy for the Center for Public representation, said of the current law which emphasizes "competitive integrated employment" or the payment of at least minimum wage and the opportunity for people with disabilities to create and build important connections in the community.
Barkoff said the existing regulations can be tweaked or clarified to address concerns through guidance, but that opening them up for revision is an attempt to "roll back" gains.
But groups advocating for the revamp of the regulations say sheltered workshops and other segregated environments- while often not paying minimum wage- play an important role for some individuals with disabilities who value their work and the relationships they form there. They said some states are effectively failing to refer potential employees to such programs because of their interpretation that these jobs don't fit under "competitive integrated employment."
Kate McSweeny, vice president of government affairs and general counsel for ACCESS, an advocacy group that represents organizations providing services and work opportunities for those with disabilities, including jobs paying less than minimum wage, calling the existing regulations "well intended' but said they should "be expanding employment opportunities, not taking them away."
In a public notice issued in May, the Department of Education said it plans to issue a notice of proposed rulemaking related to the regulations in September. In an email, spokeswoman Liz Hill told Disability Scoop[that the definition of competitive integrated employment is "under review" and the department continues to meet with stakeholders to discuss it.
The Workforce Innovation and Opportunity Act was passed by a bipartisan group of lawmakers in 2014 and regulations clarifying its implementation around jobs for those with disabilities took effect in 2016.
At the time the regulations were established, Barkoff said there was negotiation and compromise among various disability advocacy groups. So she said she was surprised when a 2017 letter from a group of Republican members of Congress petitioned for another look. The letter raised concerns about the failure of state vocational rehabilitation agencies to refer individuals with disabilities to the federal Abilityone Program, which taps nonprofit groups to provide employment for individuals who are blind or have significant disabilities, typically in segregated settings.
The regulations limit "the ability of individuals with disabilities to find and keep employment" the letter said.
In response, disability advocacy groups wrote their own letter emphasizing that AbilityOne was not competitive employmeny, but thos eplacements were still permitted if they are in integrated settings.
Barkoff said the regulations have not been in place long enough to warrant change, and more data needs to be collected on their implementation. "These are brand new regulations," she said. "It's way too soon to say they're not working."

PHILLY SPORTS CORNER- PHILLIES
- The Phillies split their doubleheader with San Diego Sunday. They took 2 of 3 from the Padres over the weekend and move a game ahead of Atlanta in National League East. They play the Dodgers in a big three-game series starting tonight, Chase Utley's farewell to Philadelphia, while the braves visit Miami for two games this week. Atlanta plays LA four games this weekend.
- Why is the local media lecturing Phillies fans about not booing Manny Machado this week? Are we morons? I don't need a clueless bimbo like Ava Graham on WIP Radio talking to me like a child. I want Machado to sign here during the off-season and realize it wasn't his choice to go to Los Angeles. He was traded, he didn't sign as a free agent.
- I'll cheer Chase Utley on Wednesday when I'm at the Phillies-Dodgers afternoon game, but not every time he hits or touches the ball. Once the game starts, don't forget- he is an LA Dodger.
- The thing I will most remember about Utley is his work ethic, his hustle, his passion for the game, but most of all, his short, compact swing. In his day, Utley's swing was so quick, a flick of the wrist , generating power with line drives all over the ballpark. I knew age had caught up with Utley when his bat slowed down.
- Altherr and Leiter Jr. were sent down to Lehigh Valley last night. Is there a trade brewing? The Phils need a bat. Nick Castellanos of the tigers has 15 homers, a .308 average, is average defensively, but is signed thru the 2019 season. I would also love to see the team get Zach Britton, the left-handed reliever from Baltimore. Nick Pivetta hasn't been pitching well for a while now. Either J.A. Happ or Cole Hamels would be an upgrade and provide a lefty starter in the rotation. Now GM Matt Klentak needs to wake up and make the moves to help improve his first place club.
- Not only is it a key series because of Utley and Machado, but in the larger scheme of things, both the Phillies and Dodgers may meet in the post-season. Home field advantage may be in the balance. After splitting with the Dodgers in lA earlier this year, with a pair of improbable Dodger wins, time for revenge. The rotation is set up with Eflin, Nola and Arrieta among nobodys. Time to send a message to Magic Johnson and everyone in Los Angeles that we're not gonna take it anymore.
- Cesar Hernandez is a nice player. Not spectacular. Not an All-Star, but solid. He will hit .275, play average defensively. He has speed but needs encouragement to steal bases. He can bunt and has some pop. He should be hitting 2nd in the line-up, not lead-off. Ideally, Scott Kingery, or Roman Quinn, if he were healthy, would be better lead-off guys. Kingery is the long-term answer at second base. You don't sign him to a 9-year contract to be a utility player. Klentak needs to deal Hernandez in the off-season ( as he should've done last season), to open second for Kingery.
- Once again. Manager Kapler made excuses for his players, giving Hernandez a pass for not wearing sunglasses during a dropped pop fly in the fatal 6th inning of Game One yesterday. Hernandez has been around long enough to know better. So, how do you tighten up the Phillies' poor defense/ Get better players and play them at their normal positions!
- So, the Phillies strike out too much, they can't hit in the clutch, the defense sucks and the bullpen is inconsistent and shaky at times. Yet they are in first place! Credit luck, the starting pitching and the manager for keeping the young team positive. They do bounce back after a bad game. Not many long losing streaks this season so far.
- Curious move by Kapler at the end of the doubleheader. With two outs and a 5-0 lead, with no one on base, the manager lifted reliever Adam Morgan for closer Siranthony Dominguez. Siranthony needed the work, and hopefully will be fresh for the Dodger series. Nothing should surprise me about Kapler anymore, yet most of his odd moves have worked out- so far.

PHILLY SPORTS CORNER- PHILLIES
- After a sloppy start, the Phillies came to life and crushed San Diego last night, winning 11-5. The Padres put up 4 runs in the 1st inning, as the Phils committed a pair of errors along with several walks and a passed ball. It was almost as if the team had a letdown after Manny Machado ended up with the Dodgers instead of Philly (Machado went 2 for 3 with 2 walks in his debut with LA).
Jake Arrieta again looked shaky, as he only went a little over 3 innings. Sorry, but he isn't living up to his $30 million paycheck this season.
- With the win, the Phillies stay 1/2 game ahead of Atlanta ( the braves beat the Nationals in D.C., sending the Nats 6 1/2 games behind).
- GM Matt Klentak held a press conference before the game. He has such a loser's mentality, saying the front office "made a strong effort" to get Machado. Close only counts in horseshoes and hand grenades. They failed..period.
Klentak is too conservative and not aggressive enough. He talks about the "young players developing "yet he signs Santana over the off-season and takes away plaiyng time from his young players. He sayd a "competitive team" will help increase attendance and lure future free agents to Philsdelphia, yet he does notihng to help the team remain competitive.
Klentak didn't sound too postive about improving the team before the July 31st trade deadline. He feels the offense is OK, he likes the shaky bullpen, and doesn't want to get into the starting pitchers market. I would've loved the fun, excitement and skill that having Machado on the team would've brought this summer. But I want Klentak to improve the team more. Chances are the Phils will sign Machado long-term during the off-season. I want some help for the current squad that is clinging to first place. Escobar, Happ, Hamels, Britton, Castellanos- any combination of those names would give the Phillies a much better shot at holding off the braves and making the playoffs.
If the front office doesn't care, why should the fans?
- The Phillies' bench sucks. Valentin, Poullfe, Walding- are you kididng? Escobar and Castellanos would not only give the starting line-up extra pop, it would trickle down and addd epth. Even Cozens and Quinn later in the summer would add to the weak bench.
- I have tickets for Game 2 tonight vs the Padres but I don't think it will happen. Heavy rain is predicted for this afternoon and tonight. It was also Photo Night, a chance to meet many of the new players. That looks like a wash-out as well. Hopefully the Phillies call the game early before fans head down to Citizens Bank Park.
Since San Diego only comes into South Philly one time, would they play a doubleheader on Sunday? Or do the Padres come east again later in the season? Sunday looks stormy too. So does most of the week. Wednesday- the afternoon game vs the Dodgers ( and Chase Utley's final game at CBP) may be dry. Otherwise it's going to be a soggy, humid week at the ol' ballpark.

Soap Box Scandal
Forty-five years ago at the Soap Box Derby, 14-year-old Jimmy Gronen, of Boulder, Colorado, was stripped of his title two days after winning the national race. An x-ray examination of his car revealed an electromagnet in the nose. When activated at the starting line, the magnet pulled the car forward by attracting it to the steel paddle used to start the race. The boy's uncle and legal guardian at the time, wealthy engineer Robert Lange, was indicted for contributing to the delinquency of a minor.

PHILLY SPORTS CORNER- PHILLIES, SIXERS, EAGLES
- The Phillies begin their stretch run tonight with a weekend series vs the San Diego Padres. Arrieta, Valasquez and Pivetta pitch for Philly. I can only imagine the frenzy tonight if Manny Machado was a Phillie. He's not and life goes on. The team is still in first place, play the lowly Padres, then get ready to host Machado, Chase Utley and the dreaded Dodgers for three games next week.
Atlanta travels to Washington for three games this weekend. Either the Nationals get back into the race- they are 5 1/2 games behind- or the Braves bury them. The Braves stay on the road when they visit Miami, then go home next weekend for a big four-game series with the Dodgers.
Meanwhile, the Phils won't have to worry about facing elite closer Brad Hand this weekend, He was traded to Cleveland yesterday. There were rumors of Franco going to San Diego for Hand. Obviously the Padres liked the young stud catcher from the indians rather than Franco.
Still a lot of targets on the market for the next 11 days. The Phillies needs another bat, bullpen help and another starting pitcher would solidify the rotation.
- Please Gabe Kapler, if you are reading this, get Carlos Santana out of the clean-up spot. I want my No. 4 hitter to knock in runs, not walk. I need my clean-up hitter to have power and a better average than .209. Rhys Hoskins should be the clean-up hitter in the line-up.
- The Sixers are rumored to be interested in Cavaliers' forward Kyle Korver, a former 76er and one of the greatest 3-point shooters in the NBA. If they obtained Korver he would be paired with another elite 3-point shooter, the recently resigned J.J. Reddick. Spreading the floor when Embiid and Simmons are together on the floor with open up the inside.
- Tickets to Eagles practice sessions sold out in minutes. Tickets were free but you need a ticket to get into Lincoln Financial Field. Up tp 68,000 fans may be attending both open practices for the public.
Training camp opens next Wednesday. Hard to believe, since we are in the middle of summer, that after Wednesday it's football until early February. Humid and sultry now- icy and cold then. All eyes are on Opening Night, September 6 vs. the Falcons, when the birds play on Thursday Night Football- and the championship banner flies over the Linc.

IN THE NEWS- TALK OF SEGREGATING PEOPLE WITH DISABILITIES ALARMS MEMBERS OF CONGRESS
Another article from Disability Scoop..
A bipartisan group of lawmakers is looking for answers after a top official at the federal agency responsible for community living reportedly said publicly that she favored "segregation" of people with disabilities.
Mary Lazare, who serves as principle deputy administrator for the U.S. Department of Health and Human Services' Administration for Community Living, allegedly made the controversial remarks during a keynote address last week at the Autism Society's national conference in Bethesda, Md.
Shortly thereafter, Lazare issued a statement on the Administration for Community Living's Twitter page appearing to backtrack.
"I regret and apologize for my words at the ASA conference," the statement read. "ACL believes people with disabilities have the right and choice to live in the community. We work to expand those opportunities and are 100% committed to that mission. We also recognize Olmstead gives people the right to other choices."
Talking points prepared for Lazare's appearance at the Autism Society conference that were provided to Disability Scoop by the Administration on Community Living do not make any mention of segregation, but the agency acknowledged that Lazare improvised. There are believed to be no recordings of the speech.
Lazare is also said to have expressed similar sentiments to those shared at the Autism Society conference during another appearance earlier the same day at the National Association of Councils on Developmental Disabilities conference in Oxon Hill, Md.
The comments prompted four federal lawmakers to write to Lance Robertson who heads the Administration on Community Living, asking whether the agency remains committed to its mission which states that "all Americans- including people with disabilities and older adults- should be able to live at home with the supports they need, participating in communities that value their contributions."
The lawmakers said they were told that Lazare said she believed the Supreme Court came to the wrong conclusion in the landmark Olmstead v. L.C. case, which affirmed the right of people with disabilities to access community-based living, and that she prefers segregated and institutional settings.
In addition, Lazare reportedly said she believed that a federal Medicaid rule outlining what types of settings qualify as community-based should be revisited, according to a letter from Reps. Jan Schakowsky, D-Ill., Gregg Harper, R-Miss., and Jim Langevin, D-R.I.
"As reported, your remarks were direate distrust and raise serious questions concerning your ability to effectively serve in your current position," reads a separate letter from Sen. Tammy Duckworth, D- Ill.
Even Lazare's apology, the lawmakers noted, indicated a misunderstanding of the Olmstead decision.
Olmstead "has nothing to do with maintaining choice and everything to do with viewing the segregation of people with disabilities as a violation of Title II of the Americans with Disabilities Act," wrote the three House lawmakers in their letter.
Kelly Mack, a spokeswoman for the Administration on Community-Living, said she was unable to say specifically what prompted Lazare's apology, but insisted that the agency's committment to its mission is unchanged.
"ACL absolutely agrees that the Supreme Court decision in the Olmstead case was about affirning the right of people with disabilities to be included and fully integrated in the community,' Mack told Disability Scoop[. "Community living should be the expectation. That has always been ACL's belief and it continues to be."
Lazare was appointed to her post at theAdministration on Community Living by President Donald Trump in June 2017.

Famous Debuts
On this day in 1958, 21-year-old Richard Petty made his NASCAR Grand National debut.
Petty started seventh in a 19-car field and finished 17th, crashing half way through the race, "King Richard" would run in nine races during the 1958 season, earning $750 dollars and recording one top-ten finish. His father, Lee, would win seven races of the 50 he started, earning $26,565 and taking the NASCAR season title.

PHILLY SPORTS CORNER- PHILLIES, ESPYS
- So, Manny Machado was finally traded to the Los Angeles Dodgers. I'll see him- along with Chase Utley ( his final game in Philadelphia) next Wednesday when the Dodgers come to town. Will I boo Machado or cheer him? Neither. I won't cheer for a guy on the opposing team. Utley played for the Phillies and helped bring them a world championship in 2008. He will get standing ovations all 3 games he plays at Citizens Bank Park next week. I won't boo Machado either. Why piss him off/ It wasn't his fault he was dealt to LA> We want to woo him not boo him. Now, after the season if he doesn't sign with the Phils I'll boo the hell out of him next time he comes into town in 2019.
- Meanwhile, the Phils and do-nothing GM Klentak sit. The fans should be angry that the organization isn't committed enough to win. If the organization doesn't care, why should the fans? Machado foes to LA and immediately is in a pennant race. The Dodgers have a two-moth advantage to negotiate with Manny to sign long-term. They have the money to throw at him, along with the perks of Southern California weather, movie stars and the Dodger mystique.
Klentak needs to do something before the July 31st trade deadline. They need a bat ( Moustakis?), bullpen help ( Hand or Britton?) and another starter ( Hamels or Happ). Let's not forget all of Klentak's blunders signing free agents ( Michael Saunders) and making trades. Worst of all, under Klentak's watch, the organization signed stiff Mickey Moniak, who is a total bust. They selected him at No. 1. Think of it- they had their choice of any college or high school player in the country and they took a weak, undersized high school outfielder with no power. Not only is Moniak not on the horizon to help the Phillies, but he wasn't a trade chip to get a guy like Machado.
MacPhail has weaseled back into his burrow, not to be seen until after the season. Middleton, who is all talk and no action so far, hasn't been heard from. The fans are left disappointed and frustrated. It's been a fun summer of hope, with the team somehow in first place at the break. We asked for meaningful baseball and we have it. There is hope. But with the team succeeding we want more,. The rest of the summer could've been a race to the playoffs. Sell-outs every night. No more opposing teams coming into our park and taking over.
The front office has two chances to make amends. They need to make significant improvements to the team by July 31, and they need to make a big splash in free agency after the season.
- The pitching rotation for the weekend Padres series is Arrieta, Valasquez and Pivetta. Nola will pitch in the Dodger series. Hopefully Eflin's blister on his pitching hand is better. Or will de Los Santos make another start?
- The ESPYS were on TV last night but I could care less. First it's a bogus awards show, only to promote an over-bloated sports network. The award is meaningless, as proven last night when "The Philly Special" the famous play which will always be remembered from the Eagles' victorious Super Bowl over New England, was ignored as "Play of the Year. Plus I have boycotted the ESPYS since they named Bruce/Caitlyn Jenner "Most Courageous" athlete several years ago. Embarrassing!

Answer: Tug McGraw ( 1979).

PHILLY SPORTS CORNER- PHILLIES, MIKE TROUT, SIXERS
-Let's be honest- the Phillies blew it. Again. They don't want to win bad enough. They continue to have a loser's mentality. They had a chance to get a young superstar who would help their team this year and for years to come. Instead they allowed Manny Machado to be traded to the Dodgers.
Was the LA offer that much better? Why did the Phillies go form favorites to land the Orioles' star to a distant third, according to sources ( the Brewers' offer was ranked second). Why didn't the front office go all in? Are they afraid of the pressure that comes with expectations to win?
The Phillies blew their chance for sell-outs for the rest of the summer. Playoffs. The exclusive right to negotiate with Machado and his agent to sign long-term. Machado only has to move once. He can play his preferred position of shortstop. His family is happy in Philadelphia. He is making big-time money. Can't ask for more.
Instead, the fans are deflated. The team may be deflated too, unless improvements are made. Most of all, getting Machado would've showed everyone the Phillies are serious players and want to win.
Owner John Middleton talks a good game. He has the money to sign Machado- or Harper- after the season. But will they want to play in Philly? Andy MacFailure's Baltimore connections didn't help. Did the Orioles play him? And do-nothing Matt Klentak still hasn't done anything.
The organization will say "Well, we are in first place," or " The Orioles were asking for too much." What?? Sixto Sanchez? Right now, he's a teenager who hasn't done a thing who has a sore elbow. For a young superstar position player who is a five-tool guy?
I'm bummed,e specially after hopes were so high. There are two weeks left before the trade deadline. The front office needs to make some moves, not only to improve the team so they stay in first place, but to reinstall the hope and confidence of loyal Phillies fans.
- Aaron Nola pitched the 5th inning last nigh tin the All-Star Game and did well. He had a nasty curve ball going, and struck out the first two batters. After giving up a single he went mano-to-mano with living legend Mike Trout. Nola got Trout to hit a weak pop-up to end the inning. Both Nola and Hoskins represented the Phillies well during the All-Star events.
- Speaking of Trout, he was the center of attention, like usual. His firs tinning face-off with Washington's Max Scherzer was classic power-on-power that makes All-Star games great. Trout worked a walk. He also crushed a home run before his duel with Nola.
Trout reminds me so much of Mickey Mantle. In fact, he is this generations' Mantle. We know he is great but don't get to see him that much, since he plays for Anaheim on the west coast. So it's a treat to see him play live. He is only 26 and is entering his prime.
Goofy baseball Commissioner Rob Manfred criticized Trout for not allowing baseball to "market" him.How dare he! Trout is a great ambassador for the game. He is a normal, quiet guy, not a loud, arrogant, ignorant player . He has never been in trouble with drugs or abuse.
Manfred should focus on making the game of baseball better ( like playing the All-Star Game at a time when kids can actually stay up to watch it) not to pick on Trout.
Meanwhile, Trout, despite his loyalty, should request a trade to the Phillies immediately. He is stuck with the underachieving Angels , his talents wasted. No playoffs, no World Series. Come home to Philly, where he would be an even bigger superstar. Every fan would would his jersey. Imagine the marketing possibilities! Plus Trout can spend the next 15 years patrolling center field for the Phillies.
I'll take Trout over Machado, Harper or anyone else in the game.Don't wait til after the 2020 season. come home now!
- So, Kawhi Leonard is traded to Toronto., which officially makes the Sixers' off-season a bust. So much for star-hunting.

PHILLIES PHODDER- HOME RUN DERBY, MACHADO, BASEBALL MIDWAY REVIEW
- Proud of Rhys Hoskins, who made it to the second round of the Home Run derby in Washington last night. Hoskins blasted 17 homers in Round One and slammed another 20 in Round Two. Kyle Schwarber hit 21 and made the Final Round, only to lose to Bryce Harper. Just to have a guy in the competition was great PR for Hoskins and the Phillies.
- BarStoolSports reports that Machado to the Phillies is a done deal and will be announced Wednesday morning. He may walk for free agency at the end of the year, but for at least two months, Machado gives the Phils a better chance to win the NL East and make the playoffs. The Phillies will have exclusive rights to talk to Machado for those two months and try to work out a long-term deal. Machado would also fill the ballpark. Machado would give the Phillies the bat they desperately need in their line-up.
But hold on...this morning reports say that the Dodgers have emerged as favorites to land Machado. What a bummer it would be, after getting excited, to see him go west? Maybe the reported offer of Medina, the Phillies' No. 2 prospect, Franco plus more wasn't enough? Or maybe LA just has better prospects to give Baltimore?
Failing to get Manny, after reports thrilled the fan base over the last 24 hours, would mean the Phillies organization has failed again, and we are back to square one- the team still needs help.
This may drag out more, which is killing to the fans. In the end, if they trade for Machado, there is so much to look forward to for the rest of the summer. If he does go elsewhere, it will be a major letdown but life will go on. The Phils are still in 1st place and would need to make the team better in other ways. With the huge payroll that Philly has been hoarding for years, chances are we would sign him after the season for big bucks and for many years.
- The All-Star Game is tonight. Time to review the baseball season at the unofficial halfway point of the year..

Notes: Phillies are the surprise team in baseball. despite their flaws ( poor defense, shaky bullpen, sporadic hitting) they are in 1st and on the cusp of getting Manny Machado. We wanted an exciting, meaningful summer, with key games in September, and the Phils are giving us just that.... Atlanta has young talent, with more on the way from the best farm system in baseball. Injuries have slowed down the braves recently, but they should be neck-and-neck with Phila. and Wash. down the stretch. The Phillies and Braves play 7 games in the last two weeks of the season...Washington has been disappointing, underachieving with a .500 record. They still have the talent to make a run, a 5 1/2 games isn't insurmountable. Could be Harper's last year with the Nats. Strasburg should return soon. They miss Ryan Zimmerman I picked Wash. to win the NL out of spring training. That prediction doesn't look good.. ... Marlins showed fight in their weekend series with the Phillies, but they are cooked....New York is embarrassing, the same team many experts picked to win the division.

White Sox 33-62 19
Royals 27-68 25
Cleveland is the class of the division. They were my pick out of spring training to win the World Series. With little competition in the division, they can cruise to the playoffs...Minnesota will try for a wild card spot again....After a good start, Detroit is fading, as expected. Chicago and Kansas City are playing out the string.
West
Astros 64-35 -
Mariners 58-39 5
A's 55-42 8
Angels 49-48 14
Rangers 41-56 22
Houston is trying to shake surprising Seattle. the Astros are on a different level. Seattle is making a strong effort for at least a wild card spot. Ditto Oakland, who are 13 games over .500 at the break...Trout going another season without a World Series...All of the young talent that Texas once had is gone. Was Hamels worth it?
Division winners-Red Sox, Indians, Astros
Wild card winners-Yankees, Mariners
Championship series-Indians over Red Sox
World Series winner-Indians over Dodgers

THIS DAY IN SPORTS HISTORY= JULY 17
BRONX ZOO TALES
On July 17, 1978, Yankee manager Billy Martin gave Reggie Jackson the bunt sign. Unhappy with the sign, Jackson bunted foul and continued to bunt, popping out to the catcher even after Martin took the sign off. Martin would fine and suspend Jackson for 5 games. A week later, after fearing George Steinbrenner was lying to him about trading him for the Chicago White Sox manager Bob Lemon, Martin would say, "One's a born liar, and the other's convicted," taking a jab at Steinbrenner's illegal campaign contribution to Richard Nixon. The following day, Martin resigned as manager of the Yankees.

PHILLIES PHODDER- MID-SEASON REVIEW
We are at the All-Star break, unofficially the halfway mark in the baseball season, and the Phillies are surprisingly in 1st place, 1/2 game ahead of Atlanta in National League East. Most experts had the Phils finishing third or fourth in the division, not a solid 11 games over .500 as they stand now.
The following is my own personal assessment of the season and the roster heading into the second half...
Catchers-
Jorge Alfaro-
Overall, our catchers have been the worst defensively, giving up way too many passed balls. Alfaro's arm is one of the strongest in baseball, and teams are becoming reluctant to run on him, as his reputation grows. He has shown tremendous power, but, like sop many Phillies, he strikes out far too much. Alfaro swings too hard. He is a big guy, and making more contact wouldn't reduce his power but would make him a better overall hitter. C+
Andrew Knapp-
Knapp has just recently started hitting like he did in the minors. He had one of the more memorable at-bats of the season when he hit a 13th inning pinch-hit home run against Washington. Defensively, he doesn't have a strong arm like Alfaro and allows too many passed balls. He is a switch-hitter, which increases his value. I can't see Knapp being an everyday catcher in the big leagues. Maybe a competent back-up .C-
Infielders-
Carlos Santana-
A huge disappointment in my eyes. He walks ( he easily will gather over 100 walks this season) but his average is .209. He has power but doesn't have nearly enough power to justify his paltry average. Kapler is batting him clean-up, which is a mistake. He would rather walk then hit, and seems content to do so. not aggressive enough. Defensively he isn't as good as i expected. He has made at least two crucial mental mistakes that have cost the Phillies dearly. he has another year left on his contract. If the Phillies can trade him back to the American League after the season they should do it. Santana's presence has meant Rhys Hoskins is playing left field, which make the defense weaker. D-
Cesar Hernandez-
A solid player but is he the kind of guy who will take you to a championship? Is his ceiling a .275 average and consistent, if not spectacular defense? Hernandez has speed but needs encouragement to run on the bases. He walks OK for a lead-off hitter but strikes-out too much. To me, he's a more ideal No. 2 hitter. He can bunt and move runners. Will the Phillies decide this winter to trade Cesar and move Kingery back to second base, or will they go with the sure bet of Hernandez for the foreseeable future? B
Scott Kingery-
Kingery is playing shortstop after J. P. Crawford got hurt. Scott was mostly a Ben Zobrist-type super utility player in the beginning of the season. I think not playing a regular position has hurt his development, especially at the plate. He should be the second baseman, period, where he is a Gold Glove caliber player. Klentak deserves criticism for now making room for guys like Kingery to play at their normal positions. Unless he is included in a trade for Machado this week, I still think Kingery will be a solid player. he has speed, power and will hit .280 or so. He should be batting near the top of the line-up. he's not Chase Utley, but he shows similar intensity. Once he gets settled in a regular position (second, or third base if Machado is obtained and plays shortstop),it will be easier to assess his real potential. C
Mikail Franco-
Franco will probably be traded, if not before the July 31 trade deadline, then in the off-season. After a wake-up call recently, he makes a stupid mental mistake by tossing a live ball into the stands. He is what he is- a guy with great potential to be a 30 home run, 100 RBI guy, who has a strong arm and plays solid third base. Maybe a fresh perspective with another club with do it. He is still young, and if traded, hopefully he doesn't come back to haunt the Phillies. Despite numerous hitting coaches, he still flails at balls in the dirt or swings wildly, often trying to pull the ball way too much. He should be a slasher, a guy who gets 30 doubles a year. Like the others, he strikes out too much. C-
J.P. Crawford-
Another lost season when he ended up on the disabled list. Even before that he looked over-matched in the big leagues. He is still young but he sure doesn't look like the overall No. 1 prospect the Phillies thought they has. once again they have over-evaluated one of their kids. Include him in the Machado deal.I would've kept Freddie Galvis for his glove, but management wanted to see what they had in Crawford, once and for all. Ironically, they still don't know. F
Outfield-
Nick Williams-
Finally getting a chance to play everyday. When he does play he is an RBI machine. He will hit 20 home runs, play average defense and always plays hard. Even if the Phils sign Bryce Harper during the off-season Williams has a place in the future. He can play all three outfield positions. B
Rhys Hoskins-
Should be playing first. He has had an up-and-down sophomore year. He strikes out more than I thought he would. Another streaky player. The real building block on the team offensively. He should only get better, if used correctly. he has a great approach at the plate, with a good eye. must be aggressive .B
Odubel Herrera-
Overall, he;s had a streaky year, with long stretches of brilliance and equally long stretches of awful baseball. When he's good he's a slasher, can run, plays good defense in CF. He makes circus catches but often misjudges balls and has to catch up with his speed. gets lazy in the outfield and on the bases. Doesn't always hustle, but better this year at playing harder. Has 15 homers, but that';'s not always a good thing. He often over-swings and tries to pull the ball to hit home runs instead of making contact and putting the ball in play. At one point I thought he should be traded. Now I think the Phils should keep him but not make him the centerpiece of the line-up as he will disappoint often. Fun to watch but frustrating for the fans .B
Aaron Altherr-
He hasn't played everyday as he did last season when he hit 19 homers and was hoping to have an even more breakout year in 2018. When he has played, for the most part, Altherr has failed. Strikes out too much ( it's a repeated theme with these Phillies). I still love his defense in the outfield. Another guy who may benefit form a change of scenery. D
Dylan Cozens-
Hasn't play a lot when with the big club. We know he has all the tools. Could he be strictly a minor league player? When with the Phils he also looked over-matched. Must make more contact and cut down on strike outs. Could be including in a future trade. Hope he doesn't turn out to be the next Aaron Judge. But when he plays, even as a pinch-hitter, he must produce to earn more playing time. D-
Pitchers-
Aaron Nola-
All-Star, 12-3, as been outstanding ace. Think of it- only a few years ago he hurt his elbow and there were concerns of his future ability to pitch . Was he injury-prone? Even after drafted as the No. 7 overall pick, Nola was thought of as a 3 or 4 starter. Now it appears Nola will be an ace for years to come. A+
Nick Pivetta-
From 13 strike out games to not being able to get out of the second inning, he has been inconsistent. Still learning to pitch. C
Vince Valasquez-
Brilliant at times and pitching longer into games. Still think he would be great in back of bullpen. I like his stuff, as long a she stay healthy. C+
Jake Arrieta-
Inconsistent and not worth his $30 million he is making this season. Still, his presence stabilizes rotation and gives a sense of calm, that he may throw a great game each time he pitches. He has experience and is a big-game hurler. I expect him to be even better down the stretch as Philly battles for the playoffs. C
Zach Eflin-
A pleasant surprise. The best of the young pitchers outside of Nola. Has learned to use his stuff- especially his sinker and slider- effectively. I would hate to see him included in any trade. B+
Siranthony Dominguez-
When used the right way- as a closer in the 9th inning for one inning, he has been terrific. He has been utilized as a Swiss Army Knife as well, pitching two innings at a time, especially facing key hitters. Making the bullpen stronger thru trades will allow Dominguez to be strictly a 9th inning closer down the road. A
Victor Arano, Adam Morgan, Tommy Hunter, Luis Garcia, Pat Neshek, Yacksel Rios, Edubray Ramos, Jake Thompson, Hector Neris-
A mish-mosh. Some better than others (Arano generally good, Hunter generally bad). Average or below-average bullpen. Not reliable. Klentak still needs to work on bullpen. D
Coaches & Front Office-
Gabe Kapler-
After a shaky start, has stabilized. Still believes in analytics too much. has been lucky as well with some unorthodox moves. He does have his young team in first place. He needs to make players more accountable. I do like his positive approach. Disagree with his line-ups at times and use of bullpen. Seems like a good communicator with his young players. B
Matt Klentak-
What has he done/ This may be his important week as general manager. Whether he gets Machado or not, he must improve his 1st place team. The pressure will be on Klentak now, and even after the season when free agency starts. Now begins the time Klentak must prove he is a competent GM, and a leader for a young team into the future. D
Andy MacPhail-
The groundhog known as MacPhail finally emerged from his burrow last week. He is surprised at the team's success and growth. Hopefully he guides the inexperienced and laid-back Klentak thru the week and during the off-season to make the team better. MacPhail has been very conservative as well in his approach to rebuilding. He needs to think out of the box more. D
John Middleton-
The principal owner of the team is in a sticky situation. He has money to burn and wants to win badly. Yet he wants to allow his GM do his job. But that does mean Middleton can't push things along. There are rumors that he wants both Harper and Machado long-term. that's great news for Phillies fans. I'm glad Middleton is on board compared to past ownership ( Montgomery, Giles) who were slow to rebuild and hesitant to pull the trigger on deals and free agency .Hopefully we will see the influence of Middleton this week. B

PHILLY SPORTS CORNER- PHILLIES
- Angelo Cataldi had a brilliant opening this morning on his WIP radio show. He predicts the Phillies will not win the NL East or trade for Manny Machado- because they aren't hungry enough. Look at how they were sleepwalking thru their winnable weekend series in Miami, a three-game set full of missed opportunities and metal mistakes. Franco tossed a fair ball into the stands, Knapp committing another costly base running mistake, and Santana forgetitng the outs and costing the team an additional four runs during an 8-run Marlins' inning..
Is GM Matt Klentak competent enough as a general manager to pull off a Machado ( and closer Zach Britton) deal? Is the organization ready to win? Are they all in? Or are they still in rebuilding mode? Are they ready to handle the pressure of being expected to win?
Andy MacPhail is "surprised" at the Phillies' first half success. I know that owner John Middleton will be aggressive to get Machado. Rumors are that Middleton is ready to spread all the money the club has been hoarding for years, perhaps even signing both Machado and Bryce Harper long-term. Klentak is a known how he is reacting to this activity, as in the pat he has been a seller around the July trade deadline. No pressure.
Manager Gabe Kapler needed to call-out the players who went brain-dead over the weekend. Instead he made excuses for them, giving Santana a "pass." Kapler warned before the Miami series that some Phillies may have already checked-out and were mentally on break. Kapler warned that the Marlin series was important and may make the difference between winning the division at the end or staying home. Obviously the players didn't care.
Doesn't the manager have to make the players accountable?
Why wasn't Miami, playing for nothing at this time in the season, laying down as well? They may not have the talent anymore but they played hard all weekend. The Phils are a target now for the weaker teams in baseball.
True, the team is in 1st place. Hardly anyone, including Phillies' front office personnel, thought the team would be so good so fast. But after giving the fans exciting, meaningful baseball again, they won't remain at or near the top if they don't bear down, beat the teams they are supposed to be ( especially NL East rivals), and stop making stupid mistakes.
- It still looks like Philadelphia is in the running for Machado, along with Milwaukee, Arizona and Los Angeles. Will they pull the trigger when push comes to shove? If the rumors are true, the club would not be giving up really top prospects. Machado would obviously help the team for the rest of the summer and beyond. He will opt for free agency either way, but the Phils would get a close-up look at the player they will shell-out big bucks to after the season while Machado gets a taste of playing in Philly.
- The Home Run Derby is tonight. Will Rhys Hoskins win it all?

PHILLIES PHODDER
The Phillies looked both physically and mentally tired after their sloppy, embarrassing loss to Miami this afternoon. They were already on their All-Star break before they headed to Florida. Granted, it was a long, 11-game, 4-city road trip ( in which they ended up going 6-5). Still, your'e playing for 1st place. You're playing the lowly Marlins. And you lose 2 of 3 games.
- Simply put, if the Phillies are to stay in 1st place or be in wild card contention after the break, they must hit better, catch the ball and play better defense, strikeout less, and stop making stupid mental mistakes.
- Carlos Santana had another terrible game. He is hitting .209 (.132 in the last 21 games) and is killing the offense batting in the clean-up spot in the order ( why is Kapler keeping him in the 4-hole?).He made the unacceptable mental mistake of forgetting the outs on a ground ball in the fatal 5th inning, costing the team 4 big runs. The Fish ended up scoring 8 runs in the 5th.Santana also made a throwing error later in the game. Despite his 74 walks, he is a total waste. Signing him is water over the dam, unless he is traded, however Hoskins should be playing first base..period.
- Kapler made a mistake by not taking out the obviously tired de Los Santos in the 5th inning, allowing Miami to catch-up before they completely melted-down. Bullpen bums Morgan, Ramos and Hunter only added fuel to the growing fire.
- Speaking of Kapler, he gave Santana a "pass" for forgetting the outs, calling Santana "laser-focused" all year. I don't give him a pass. It's simple, fundamental baseball not to forget the outs. You're taught that in Little League. Instead, Kapler should've immediately benched Santana, put Hoskins on first base, and sent a message.
- The club has been poor fundamentally all season. Passed balls included, as our catchers- Knapp and Alfaro- are the worst defensively in baseball. The inability to perform the basic fundamentals, bunting, moving runners on base, etc, continues to haunt the team. The one thing former skipper Pete Mackanin did do was stress fundamentals. Kapler, with his silly focus on analytics, doesn't seem as concerned.
So, Atlanta beats Arizona today, moving back to a mere 1/2 game behind Philadelphia for the lead in NL East. The Braves have been scuffling a bit lately, losing 2 of 3 at home to the Diamondbacks this weekend, and losing thier closer, Vizciano, back to the DL. The Nats can't seem to get it together as Bryce Harper continues to struggle. If only the Phillies can play basic, fundamental ball, they will hang in there and continue to give the fans an exciting summer.

IN MY LIFE- THE MUSIC MAN
Looking for a movie to watch on a Saturday night, we decided to get The Music Man, that great 1962 musical starring Robert Preston and Shirley Jones. I hadn't seen the film in a long time, but the songs are iconic and memorable.
The following are thoughts and trivia regarding The Music Man..
- I can't picture anyone but Robert Preston in the title role. He did 880 performances on Broadway before author Meredith Willson insisted he be signed to play Professor Harold Hill in the movie version. Warner Brothers studio wanted to sign Frank Sinatra for the role. Bing Crosby was offered the lead role and declined, as did Cary Grant.
- Preston is energetic, fun, and can dance. A bomber in WWII, you can't take your eyes off him in The Music Man. And even though he was nominated for an Academy Award for his role in Victor/Victoria!, he will forever be linked to the role of Harold Hill.
- The play won a Tony award and the movie did win an Oscar for Best Original Musical Score in 1962. The Music Man was nominated for picture of the year, but lost to another brilliant musical, West Side Story.
- Shirley Jones played the female lead role, Marian the Librarian. Jones was the big female musical star in those days, along with Julie Andrews. Jones has starred on Carousel and Oklahoma! She later starred with her stepson, David Cassidy, in The Partridge Family.
- Ronny Howard was only 5-years-old when he was in The Music Man. He soon played Opie Taylor for many years in the Andy Griffith Show.He later starred in the 70s TV hit, Happy Days, playing Ritchie Cunningham. Now, he is one of the top directors in Hollywood at a still young age of 60.
- The Music Man had a top-notch supporting cast of veteran actors and familiar faces- Paul Ford and Buddy Hackett to name a few. The Buffalo Bills barbershop quartet were featured in the movie, reprising their roles from Broadway.
- The soundtrack album won a Grammy. The movie itself was both a box office and critical success. It was the 5th highest grossing film of 1962.
- One of the film's most beloved ballads is Til There Was You. It was so popular back in the early 60s that The Beatles recorded it, with Paul singing lead. The Beatles included the song in their first real introduction to the world- England's Royal Command Performance in front of the Queen
- Maybe for the first time ever, Willson combined two songs into one. 76 Trombones and Goodnight, My Someone are actually the same tune, only with different words and different paces.
- Willson was from Iowa and many aspects of the movie were taken from his Midwestern youth. Willson also wrote the play The Unsinkable Molly Brown, among others.
- It's a long but fun movie. If you want to spend a few relaxing, carefree hours, rent The Music Man. You won't be able to get the catchy songs out of your head.
